Standard 3.2.2A evidence requirements: what operators need to know.

For Category 1 businesses, the evidence tool is about substantiating that prescribed food-safety controls are being managed — not simply filling in a generic daily form.

What the standard requires

FSANZ explains that Category 1 businesses carrying out prescribed activities must substantiate critical food-safety controls. Where records are used, those records must be kept for at least three months.

Prescribed activities cover key controls around receiving, storage, processing, display, transport, cleaning and sanitising when handling unpackaged potentially hazardous food that is ready to eat.

Records are not the only possible form of substantiation

The standard allows flexibility. A business may be able to demonstrate to the reasonable satisfaction of an authorised officer that the relevant controls are being managed in another acceptable way — for example through physical demonstration or validated operating procedures and staff knowledge.

The practical implication is that operators should not confuse “digital records” with “compliance by software”. The system should support the controls your business actually uses and make the evidence easy to retrieve.

For hospitality operators

What useful evidence looks like in practice

1

Specific

The record identifies the activity, date and relevant food, equipment or process.

2

Traceable

Management can see who completed it, what happened and whether corrective action was needed.

3

Retrievable

The business can produce the requested evidence without rebuilding it from paper folders and spreadsheets.

Avoid the common mistake

Do not create records just for the sake of records.

A better approach is to identify the prescribed activities relevant to the operation, decide how each control is substantiated, and use records where they provide practical operating and evidentiary value.
